Producer responsibility (EPR)

Authorised representative in Sweden

Packaging, electrical and electronic equipment (WEEE) and batteries.

A producer without a company in Sweden that sells directly to Swedish customers needs an authorised representative here to meet its extended producer responsibility (EPR). STRUKT takes on that role: we register you with the Swedish Environmental Protection Agency, arrange membership of a producer responsibility organisation (PRO) and handle the reporting. We are independent of all Swedish PROs, so the choice of PRO is made for your benefit only.

Packaging, WEEE and batteries

Packaging EPR

Sales, transport and e-commerce packaging that reaches Swedish customers with your goods.

WEEE

Electrical and electronic equipment for consumers and professional users, under the WEEE rules as applied in Sweden.

Batteries

Portable, LMT, SLI, industrial and EV batteries under Regulation (EU) 2023/1542, including batteries built into products.

Who needs an authorised representative in Sweden

Producer responsibility attaches to whoever first makes a product available on the Swedish market.

No representative needed

You sell to a Swedish wholesaler, reseller or importer

The Swedish buyer is the producer.

Representative needed

You sell directly to Swedish consumers

Through your own web shop or a marketplace. You are the producer.

Representative needed

You sell directly to Swedish businesses that use the products

You are usually the producer as well. Selling B2B is not an exemption.

Borderline cases often depend on the delivery terms. If you are unsure, ask us and we will tell you which case applies.

What we do as your authorised representative

  • Notify the Swedish EPA of our appointment and register you in the producer register. Processing times are set by the agency and the PRO, so contact us well before your first sale
  • Choose and arrange membership of the PRO best suited to your products, in your own name
  • Report your volumes to the PRO and the annual report to the Swedish EPA
  • Act as contact for the authority and the PRO
  • Keep you informed of changes in the Swedish rules that affect you

Product requirements such as labelling, information duties and battery due diligence remain with you. We can advise on them as a separate service.

What is included

The annual fee covers the full service, including:

  • reporting of earlier volumes when you join a PRO
  • ongoing reporting, monthly or quarterly, whichever period applies
  • answers to general questions on the Swedish rules
  • a change of PRO if one stops serving you

There is no mark-up on the PRO's fees. It invoices you directly.

How it works

  1. 1

You sign our agreement and a written mandate, and send us company details, brands, product categories and estimated volumes.

  2. 2

We arrange membership of a PRO in your name.

  3. 3

We notify the Swedish EPA and register you. You receive your Swedish registration number.

  4. 4

Within ten business days of confirmation from the PRO, you receive a reporting schedule.

  5. 5

You send us your data at least five business days before each deadline. We report.

  6. 6

If you leave, we deregister with the authority and hand over your records.

For EPR service providers

If you handle producer responsibility for clients in other countries and need a partner in Sweden, we work with you rather than around you. You introduce the client, and you choose whether to stay in the middle and send us their data, or let us work with the client directly. Our agreement allows both.

Why STRUKT

Josef Tapper was CEO of Recipo, the Nordic PRO for electronics, from 2012 to 2021, and has worked with the Swedish PROs since 2007. STRUKT is not owned by or tied to any of them.

Frequently asked questions

Do I need an authorised representative in Sweden if I only sell B2B?

Usually yes. A business that buys the products for its own use counts as an end-user, so you are the producer if you deliver to it directly. Selling B2B is not an exemption. If you only sell to Swedish resellers, the reseller is the producer.

My Swedish distributor is registered. Does that cover me?

It covers the products the distributor places on the market. Products you sell directly to Swedish customers, past the distributor, are yours to report.

Which PRO will you use?

The one best suited to your products, chosen per product stream. Membership is in your name. STRUKT is independent of all Swedish PROs.

What about products I have already sold in Sweden?

The PRO will usually ask for a report of earlier volumes when you join and may charge fees for them. We prepare that report as part of the annual fee. Those fees are paid by you.

Will I get a Swedish registration number for marketplaces?

Yes. Once we have registered you with the Swedish EPA you receive your registration number, which marketplaces usually ask for.

We already use an EPR service provider. Can we keep them?

Yes. We work with EPR service providers as their partner in Sweden. They can stay in the middle and send us your data, or let us work with you directly.

What does it cost?

SEK 2,500 to start and SEK 10,000 to 20,000 per year depending on the number of product streams, excluding VAT. Fees to the PRO (membership and fees on the volumes you place on the market) come on top and are invoiced to you directly. We never advance or pay them on your behalf.
